No they need to deal 3 damage to it twice which is pretty different in my opinion. The second set of 3 damage doesn't even have any trading risk associated with it because it's a 0/3 at that point. It would be better if it actually DID something on the turn it awakened. The egg should be like, "deal 3 damage to all enemy minions and transform into Al'ar". I mean it would still be trash but maybe playable. The design is cool though so I think it would see more play if it was a common with a statline like 3 mana 3/3.
