It was meant to help out freelancers, self employed, and part time workers who technically weren't out of a job but are making a fraction of what they were due to lost clients or reduced hours. Plenty of stories of people saying "sorry, I can't send you this invoice for $150, because if I do I can't get the CERB benefit".
