Which is why Joaquin Castro got arrested for it... oh wait. Otherwise this was already covered: the target was Australian, the website is hosted in Russia, and the domain master is -- allegedly -- American. Those are three different countries and currently there's no international law regarding doxxing. Even the US's laws regarding doxxing are relatively limited and, at the moment, are only designed to protect government officials and people involved in the judicial process.

In some cases, it can violate stalking/harassment laws (which *also* are poorly enforced when it comes to the internet)... but again, this is an international case and one of these countries is Russia so good luck doing anything there.
