This article provides most of the relevant details. https://tinyurl.com/y8lv3t3y According to The Wall Street Journal, Harris County District Attorney Kim Oggs office concluded that a scandal-ridden former Houston police officer likely lied when he arrested George Floyd on a minor drug offense for which Mr. Floyd served time in state jail.
Goines was likely lying in this case, she said in an interview with The Wall Street Journal, pointing to several red flags, including that the deal was very small time and that Mr. Goines was the only police-officer witness. These are not cases that we would take or that we would accept for charges under my administration.
It means that well move that marker back and well look at even more defendants convicted earlier than we have previously, Ogg added.
Oggs office had attempted to notify Floyd about the review of cases involving Goines but now believes he likely never received the March 2019 letter, which was sent to his last known address on Nalle Street in Houstons Third Ward, the Journal wrote. Based on a review of criminal cases filed in Harris County, Texas, it appears that former Houston Police Department Officer Gerald Goines may have been involved in the above-referenced case which resulted in your conviction, the letter said.
