Just one that doesn't already outrank a random Special Ops soldier or LA beat cop in the heirarchy of powers and abilities. Even Maria Hill and Phil Coulson have access to better resources than a beat cop on short notice. Sure, Tony Stark is just a mehum in a power suit. But he has a power suit. Bruce Wayne may be a mehum, but he's a mehum with extraordinary resources. Constantine? Zatana? Great magics. Natasha Romanov? Hawkeye? Still mehums with extreme training.
