You need freedom of consequence or you have no freedom at all

That's like saying "Free Water: $1.50"

And she was free from the consequence of being arrested, which is literally what freedom of speech entails. It stops the government for arresting you for having an opinion -- even if that opinion is empirically wrong (including claims that would get you arrested in other nations without freedom of speech provisions, such as Canada and the UK) -- limits the government's ability to censor your opinions, gives certain protections to the press, and allows peaceful assembly within certain parameters. It's not a blank check excusing any conduct, although I understand that the idea might be confusing to somebody from Canada where freedom of speech isn't really a thing and you absolutely can be arrested for voicing opinions that contradict your government.
