Well if he just openly invited them in people would get suspicious. So he has to act like he wants to kick them out while quietly diverting a small flow for him to feast on. Plus since vampires have to be invited inside he can't just cross the border to Mexico and has to trick them into coming up to America first. Why do you think the migrant caravans got such publicity?
