Pretty sure the rules are universal (for reasons outlined the last time you tried to insist they were unreasonable but were unable to defend that position), there's just variation in how stringently they're enforced. Leniency is to be expected in areas where it doesn't have a history of getting out of hand, and in areas where it does, I'd expect them to be more strictly followed.

I'm 90% sure that you and others have completely misinterpreted and misapplied the actual rules. The rules -- which are stated outside the polling place -- block campaign volunteers from bringing in signs and campaigning within the space. I've lived in quite a few places over the years and voted in all of them and have seen people in there with political shirts. The laws themselves are generally in place to avoid people soliciting within the space itself, not voters from wearing clothes.
