He spends years as the hulk, then can't bring him out now that he lost to controlling it. Was that line meant to mean the two are one? Banner is hulk so never reverts, hulk is banner so he hides in him, then hulk is banner?I think the idea is that the Hulk is always trying to bust out, but Banner has learned to keep it under control. There's a bit in the second movie where he says he could strangle Wanda and not even change color, so it's clear that he can be mad without releasing the Hulk. So everyone views Bruce as a bomb that can go off any time, but he's actually a bomb that's already detonated.
