If someone can't meet all their needs within a single pay period then being able to do so would be a step up. If someone can meet their needs but they don't know for how many pay periods this will last they might at some point fall back into the previous category. Only when both conditions are met does someone have the option to live within the pay period with all the needs met and nothing additional carried over. --- No locked doors, no windows barred.
