A hard cap of electricity consumption per person would go a long way. Obviously, that idea needs some nuance, but if you basically say "you get X kWh per employee/customer on site per day," mining ops that draw absurd amounts of power while having a tiny handful of employees and no customers would fall apart. That limit would probably have to be set high enough that individuals could get away with using their personal computer for mining whenever they weren't using it, and that would make cryptojacking a lot more appealing, but the death of larger-scale mining ops would put a pretty giant dent in the market.
