On top of which, in most places you can be ticketed/fined for not wearing a seat belt, in spite of the fact that most people would argue that is blatantly a personal behavior that doesn't affect anyone else.

You can theoretically have your driver's license taken away entirely if you get tickets for it and refuse to pay them on the grounds of objecting to the law. The state doesn't give a shit what you think, and the ability to drive at all is considered a privilege rather than a right (no matter how necessary it might be in some places).

We implicitly accept as a society that there are all sorts of "personal" behaviors that actually affect society as a whole, and which society in turn has the right to arbitrate.
