A guy from Crossbell is trying to get through, and talking to him cut to a different perspective so I feel like that was important, but I couldnt find him after that so who knows.

wow your dedication to npc hunting is lacking. if you're not prepared to drop everything and backtrack to explore the entire available world for one npc are you even playing a trails game?

To be serious though, that's a hook for a hidden sidequest. I forget the details of the convertsation you hear but I believe it drops enough hints to suggest there's some value in heading back on the highway you entered from. If you do, you'll eventually hit a cutscene trigger again on the road (think it's at the opposite end of the first screen of the highway from the Twin Dragons Bridge) that leads you to him and the quest.

Of course, the culprits are those two stalkers she didnt warn us about before, Xeno and Leonidas, who are from her same mercenary group. I dont remember these guys (well I remember them in the prologue) but I think Rean mentioned seeing them in Leglam or something.

Yeah. You first see them (without Fie) in Legram on the field study as bodyguards to Duke Cayenne when he makes a surprise visit to Laura's dad to try and recruit him. You next see them when Vita is broadcasting the invasion of Heimdallr to Thors at the end of CS1 which is when Fie first learns they're involved.
