The rulebook is written kind of dumb (IMO) and basically in a "Clock starts on snap unless..." and then a list of scenarios (which like... is actually more cases than not lol). No mention of a dead ball that I can see and that's what you have when someone other than the fumbling player recovers the fumble under 2 minutes.
