Been a while since I looked at this, but I played way more than this on several playthroughs and never got Wakka's weapon fully powered up. Whenever the prizes change they are determined the moment you load the blitzball menu and actually see them. Knowing this and the requirements for each item you can have saved beforehand and reload as needed.
