It actually took longer as CSIS knew about this back in December but the various law enforcement agencies across the country have, let's call it, an interesting relationship with white nationals, causing them to downplay the threat posed by the organizers.

As to why it went on for as long as it did:

Ottawa police were overwhelmed and did not have the manpower to do anything other then look foolish. The Province could have helped sooner but the ruling provincial Conservatives were content to score political points against the federal Liberals, even if it meant Ottawa burned to the ground, but then the clowns blocked the border and disrupted trade, forcing the province to act.

The province could have even acted before they reached Ottawa, (as they had the intelligence reports telling them to shut it down asap) but again, they wanted to make the Liberals look bad.
