It is a reference to early paleontology, where the experts placed the wrong fossils together and declared new species assuming that is how they looked. Happened a lot. Especially with the British guys trying to discover more Dinos than their competition. It is basically the best way to represent this in a Pokmon game. If we take into account that the scientist made up nonsense Pokdex entries to justify it as well. Then it makes so much more sense. --- I do what I want!
