Yes. You can make it more complicated to achieve specific results or to develop habits you'll actually stick with, but burning more calories than you consume is the fundamental part of the process.

If you eat nothing except 1700 calories of McDonald's fries every day and burn 1800 calories, you'll lose weight. It wouldn't be healthy, but if that's the only metric you're looking at it would do the job.
