Picking numbers above 31 increases your expected payout since most people play numbers that mean things to them (birthdays, anniversaries, lucky numbers (which tend to be low)). This way if you win it is likely that you have to split the pot fewer ways.
It's still the freaking lottery so it's not like it really matters, but it might be interesting to someone!
