Usually just a default Scarecrow-inspired rag that boosts his intimidation, but eventually he comes across a JFK mask and immediately, and eventually, one thing leads to another and he's trying to convince Spoiler (who goes on to become Batgirl in Campaign 2) that he's the real JFK. It didn't work very well! But also better than it should've?
