tl;dr:

In 2000 a man is convicted. In 2019, SCOTUS - in a separate case - rules that the law he had been convicted under had been misinterpreted and provides a new interpretation. If you apply this new interpretation of the law to the man's original case he is now legally innocent despite the facts of the case not changing. So, he appeals his conviction on this basis but it is rejected because of the limit on appeals. He is also told he should have raised this objection in his original appeal - despite that being before that SCOTUS case that is the basis of the objection.

So now it's in front of SCOTUS and Alito is out here saying shit like (paraphrased, but not by much), "Aren't you concerned that making the courts consider such developments will increase their workload?"
