Does this stuff stain or its just like water?

i am going to have to figure out to apply itnon areas where the decals are like 5 mm in size

It's clear so it shouldn't stain, there's plenty of how-to videos on water decals that include using softener and setter.
Topcoat is easy I just use Mr. Topcoat rattle cans from Hobby Lobby. You can just spray it on outside once you're finished assembling or you can do each section separately.
