Same reason a CIB copy of chrono trigger is 30 bucks from Japan, but a us copy is several hundred But that Japanese Chrono Trigger is only playable in Japanese without modifying the cartridge or using a device that lets you use patches. The Japanese copy of Silent Hill contains the entire English text.
