I don't think a semantic cop-out is interesting, though it may be unique, particularly as most who thought of it would notice the entry for Arceus has the phrase "this Pokemon" and stop with it then I was thinking more along the lines of should a God that literally created the entire universe be considered a Pokemon in the first place?
