Yea there are some recent stuff that has recaps. TTGL is 27 episodes with one recap. But then you take a look at Gundam 00 or Code Geass. Solid 50 episodes with nothing wasted. I don't think I remember Zeta having recaps either! Correct me if I'm wrong though.
Very few shows I'm watching right now have recaps or fillers. Maybe that's why companies started to adapt the 12/24 model now instead of the 25/50 model. They take out the recap and make it a special episode that doesn't count towards the total. Still I feel if you need recaps and filler episodes to pad out a show then you might as well not make that episode to begin with.
The only acceptable way to do recaps is the Utena way.
