I've never done it myself, just seen recommendations. But basically it's meant for steaks that get sous vided and then you finish off the outside by torching it with an intense heat to get the desired maillard reaction/browning.

It shouldn't burn the outside if you don't over do it. Obviously it's up to the skill of the user of such a thing though...
That is one serious food torch.
