I'm fairly positive it's almost a direct quote that she wanted to show people how great magic is, from during the dragon fight, when euphie asks why she would go so far. While she does very much want to be able to use magic herself, she also wants that for everybody, not just the nobility. You can actually see throughout the show that most people don't realize how amazing magic is and just see it as a tool to maintain power, as shown by nobody really caring that she is trying to literally fly, which no one can do that way with magic. They even only start getting interested when economic gain gets brought up. The insane utility of all of her inventions is completely glossed over, because people don't really care.

Anyway, I looked up what happens in the novels and now I no longer care enough about the show to keep up the debate.
