This makes some amount of sense, given that the full extent of its responsibility is the words it says. If it were actually intended to guide the actions of a physical robot, there'd be a need to give it different priorities to avoid worse consequences than what words can cause, but its sole function is to say words. With that in mind, designing it to minimize the chance that it can be used to generate hate speech (which is the worst harm a system that only says words can do directly) makes sense. --- This is my signature.
