I seriously doubt the creators of the original show intended him to be an alien. That seems like it was a retcon from a later cartoon. While I'm honestly not that big of a stickler on Mr. Bean continuity of all things, it honestly feels like missing the point of the joke about the weird's most peculiar man attempting to navigate ordinary life in a classic slapstick Buster Keaton or Charlie Chaplin mostly dialogue free way. "The travails of an alien pretending to be a human" is inherently a premise so different it's reductive to the original jokes.

"ha ha aliens fail to understand humans" is a joke that's done to death but Mr. Bean was a unique animal. The idea of this bizarre little englishman out there too awkward to say much but trying to understand the world and maybe get ahead through whatever odd thought passes through his head is much funnier to me.
