He, only did the final transformation to make it clear how outclassed they were.
When Goku fights Frieza at the start, they were both doing feats hither to that point unseen.

There is absolutely no evidence to suggest Vegeta could've taken Frieza's third form, because as far as we know he could have been half assing it then as well.

I just gave you plenty. Vegeta puts up a very good performance against initial-Final Form Frieza who even heavily suppressed was a significant amount stronger than Third Form
