In UK for example I believe that students from poorly rated schools face lower grade requirements at universities because it's thought getting say a B at a shit school is a better achievement than getting an A at a top school. This seems like a better system than basing it entirely on race. Because the U.S is 100 years(maybe more) behind on societal progress.
