I would like to make the argument that TPC considers White-Stripe Basculin, and more importantly, Basculegion to be Hisuian regional variants.

The evidence is in the TCG! All regional form cards are labeled with their region. See:

This extends to regional evolutions as well:

This of course remained true for the Hisuian Pokemon:

Which brings me to the main point, which is that White-Stripe Basculin and Basculegion also have this distinction! See:

But also note that Wyrdeer, Kleavor, and Ursaluna did not receive the Hisuian label on their cards, so the distinction is specifically being made for Basculin/Basculegion:

Granted, literally no one on Earth cares about Basculin and it will be the obvious first boot if included, but Basculegion is awesome and I want him.
