It kinda just feels like after they wrote the whole story and rendered it, someone came in and was like "what if this was Kiryu's last game tho?" and changed the last 10 minutes of the story to set it like that lol. It's worse. They designed this as his finale from the get-go, but ran out of dev time to make it actually meaningful. S'okay, though.
