Dio does things that aren't quite as bad, but still pretty bad and he has the malice Bondrewd lacks. Also worth noting that his hatred for the Joestar family is so intense that he survived as a severed head under the sea for 100 years, despite George and Jonathan having shown him only kindness while Dio and Jonathan were growing up.
