Lex Luthor is just too inconsistent imo. Sometimes he actually has good intentions (though not always). Dahlia doesn't really have any redeeming qualities, or good intentions. Dahlia treats everyone as if they're tools, able to be discarded whenever she so desires. And she puts on a sweet demeanor while doing it.
