It sounds to me like, and someone can correct me if I'm wrong, but The Beast's evil is mostly done as a means of living forever. While Myers kills people senselessly. He has no real purpose. He enjoys the kill, and likes the feeling. He also killed his sister, and fantasized about killing his baby sister before she was even born. He likes to terrorize his victims.
