Eh, not usually. The mask is typically separate from the cape, because in most cases he's able to freely remove the mask without removing the cape.

EDIT: Actually, looking into it, I guess it varies enough that it could be argued either way. That said, it seems incredibly silly, if it is built into the mask/cowl, since it means if anybody grabs the cape or it gets snagged, he'd just... Break his own neck. So now I just think it's even more nonsensical! A hood would just fall off, but if Batman's cape is one piece with his mask, he would literally break his own neck. Wow. That's incredibly dumb.
