On the former, schools are incentivized to lie about kids performance because it boosts how much money they get. On the latter, you sometimes get issues where if you actually enforced the rules you'd have a case where one group is almost entirely the one getting in trouble and schools are so afraid of ending up in the news that they'll just let kids get away with their behavior rather than risk being accused of bias. --- "History Is Much Like An Endless Waltz.
