I think it depends on what the rule is for. The way its worded makes sense if his interference actually interfered with another swimmer. That swimmer was already done, however. And finished second place, no less. So, the rule doesnt even make sense in this context since he didnt actually interfere with any other swimmers, which is what the rule it used for And on top of that, second place was his literal teammate.
