You are ignoring that this allows them to build anywhere. They are going to build in the cheapest areas to build, which means in the middle of nowhere, or next to potential nuisances like military installations. In the case of one, being in the middle of nowhere means the state is now going to have to put more money into infrastructure(water, sewage, roads, lighting).
