Kiryu is overpowered as hell but Spider-Man is just in a different league.

Kiryu is a stretch of logic. He shouldn't be able to take down mobs of dozens to hundreds of dudes by himself, or swing a motorcycle in a circle as an attack. But there's no real push for an in-universe justification. Meaning that, at least in-universe, it's within the realm of believability. In other words, he's just a really tough "tough guy."

Spider-Man, on the other hand, is an in-universe anomaly. He had to be written with an in-universe explanation for why he's capable of lifting literal tons and why he has to hold back to avoid splattering dudes across the pavement.

It's not conclusive, but it's enough for me.
