I can understand requiring them to provide breaks, but I don't understand the reverse and I don't mean this in the sense of "how can they do something that's such a bad idea", I mean actually how does it work? can't the company just provide a break for any other random reason? It isn't a ban on water breaks. Just banning/stopping, say, Daytona Beach or Bradenton from having their own laws requiring companies to provide additional water breaks or imposing specific conditions like iced water must be available or something. --- The name is wackyteen for a reason.
