If the only thing keeping you from relevance requires people owning Boothill then you're still an extremely relevant unit as far as my account is concerned. I'm being hyperbolic but it's more just like, implanting weaknesses for Hunt characters was SW's main niche since she's pretty bad in AOE, and all phys 5*s have been aoe so far. So, Boothill has a big advantage over Seele and Topaz. But he's probably balanced around being a more universal type DPS and honestly Hunt needs help anyways. If anything SW's niche is just shifting more to being the best debuff stacker if they're gonna toss out more weakness implants occasionally.
