Non tipped workers not being paid. Even non tipped workers face the above issues of threats and not being paid in some places.

Migrants who are paid under the table. Same deal as the above 2, but with the added bonus that they are likely illegal immigrants. Therefore they also get the added bonus of threats of being deported on top of being fired. That or the illegal migrant is exploited for the fact that they really don't have great options to work elsewhere given their citizenship.

After all, tips are not wages. An employer shouldn't be able to adjust anyone's pay based on the amount of tips collected.
