Wait which one is going to result in legal action, I've followed both of these decently closely and I haven't really heard of that.

Skull & Bones was funded by the government of Singapore, and it's believed that the long dev time was the result of Ubisoft treating it like a vacation destination for high ranking employees they sent there to "work" on the game.

They received money to support local job growth, but supposedly nobody who actually lives in Singapore ever received any promotion within the company.

It's a lot of speculation from long before the game came out, but considering the time it took and the product that released it's likely not far off the mark.
