Rosetta Stone has a speaking portion but its not enough. My wife is Brazilian and I have put a lot of effort into learning Portuguese so I can speak with her family. The best results were from classes and being immersed in it. Being in Brazil or around her and her friends forces me to try to actually practice it. Learn vocab from programs and apps, listen to music and watch movies in the language and be around people that speak it.
