There are 4 characters to make it to the semis n the Budokais at least twice. Hes one of them, along with Goku, Jackie Chun, and Tenshinhan.
Also, the guy gets Android 18
I forget if it was just filler, but he was also able to evade first form Cell and save some civilians from him iirc.
