The "foot activated lever which causes acceleration as long as the car is currently on, in a non-neutral gear, has a functioning frame, axles, and wheels which are on a surface with friction" was kind of a mouth full.
Wouldn't have been accurate anyway. The reason "accelerator" isn't accurate is because, for example, if you have hit top speed, it will not accelerate any further even though you're pushing the pedal. Or if you partially release the pedal, the car will decelerate even though you're pushing the pedal.

What it does do, assuming normal operation, is apply power, that is, exert a certain energy per time, which is partially consumed by friction.
