Goku isnt a bad dad, but is horrible at making decisions. With Gohan, he honestly did good as an earlier post showed. He was fine till Raditz showed up.

In truth his biggest error was during the cell games which he had Gohan take over after giving cell a setzu bean. he saw an answer, but didnt take account Gohans mentality.

Likewise him sparing vegeta and Freeza I dont see issue with as it is consistent with his character. He never made a point to kill someone, thinking back to dragonball, I believe king piccolo was his only kill (and only when pushed into a deep corner did he do that), and he spared piccolo. He didnt kill Nappa, the ginyu force. Kid Buu I believe was his first time where he admited he have to kill (hope you recarnate as someone good)

edit: I forgot king piccolos kids traborine and drum. First one was revenge for krillin, 2nd was drum to save tien. I dont recall if he killed any red ribbon army members
