Fun fact: Restaurant owners were supposed to ramp everyone up to minimum wage or higher and use the PPA loans to maintain their staff. I do not know a single owner who didn't renovate, build elaborate outdoor dining spaces, buy a car or just "lose" the money. Wage theft in restaurants is why I got out of the industry.
